In Windows 10, you can manually configure the proxy settings to redirect traffic through a proxy server. You can also configure the proxy settings for individual applications. Some applications automatically use the default proxy settings, while others require you to do so. The default configuration of the applications is system-wide. If you use a VPN, however, you can override the proxy settings with a custom proxy. While the system-wide proxy setting allows you to restrict web usage to one IP address, it may not allow you to access certain websites.
